A consultation document has been released that covers the introduction of a transitional relief scheme in Wales, designed to help small businesses that would lose out on small business relief following the revaluation.
Any response need to be submitted by 4 November 2016. A copy of the consultation can be found here:

In the interim, the Welsh government appear to be adopting a 2017/18 multiplier of 49.9p
2017 - Small and Large Business Rate: 0.499, Small and Large Inflation Rate 2.0000
2018 - Small and Large Business Rate: 0.509, Small and Large Inflation Rate 2.0000
2019 - Small and Large Business Rate: 0.519, Small and Large Inflation Rate 2.0000
2020 - Small and Large Business Rate: 0.529, Small and Large Inflation Rate 2.0000
2021 - Small and Large Business Rate: 0.539, Small and Large Inflation Rate 2.0000
