Stuart practices in all aspects of rating, advising ratepayers in respect of their rateable values and rates liability. He has a great deal of experience and a strong reputation for conducting rating appeals across the UK and Ireland. He appears regularly as expert in respect of rating appeals before the tribunals.
Recently, he has been involved in multi-million pound cases for a number of airports (including Dublin Airport Authority and Belfast International Airport) and a range of infrastructure undertakings (including Port of Dover, Port of Liverpool and LUAS, Dublin).
Stuart holds the Royal Institution of Chartered Surveyors Rating Diploma. First awarded in 1922, the RICS Rating Diploma has long been recognised as the gold standard in terms of measuring the capability of rating surveyors. He is past Chairman of the Executive Committee of the RICS Rating Diploma Holders’ Section and he lectures on the Contractors’ Basis of Rating Valuation. He is also a member of the RICS Rating and Local Taxation Forum.
Stuart frequently advises in non-domestic rating cases and has considerable experience relating to whether rating list entries are correct, exemption issues, completion notices, empty property rates disputes, valuation issues and collection/enforcement matters.

Former Valuation Lead at the VOA, Michael Rowbottom heads up Dunlop Heywood’s thriving Energy, Renewables and Battery Storage Division.
Michael has more than 30 years’ global experience in the energy & renewables sectors having worked on various mining projects in Africa and Europe at the start of his career, returning to the UK take up work in the opencast coal industry.
A move to join the mineral valuers at the Valuation Office Agency followed where he undertook rating valuations for a wide range of minerals, as well as landfill and brickworks. His remit also covered preparation of mining subsidence reports and mineral valuation work for tax cases.
He later moved to the VOA Utilities Rating Team which coincided with the growth in green energy and, having worked on both hydro-electric schemes and wind farms, he became Lead Valuer for Renewables. He was also heavily involved in fossil fuel and nuclear valuations.
Michael specialises in the valuation for rating of all forms of energy and storage assets, industrial properties and minerals extraction.

Adam started his surveying career over a decade ago, specialising in business rates and has achieved savings in excess of £30m on behalf of a whole range of clients, including both major private-sector and public-sector bodies.
After a stint at Christie & Co he joined Dunlop Heywood in 2017 and concentrated his expertise in the public houses and hotels sector, building up an impressive portfolio of clients.
Adam has extensive experience in providing valuations for rating across all technologies and by combining knowledge of the industry with valuation expertise he provides reliable, specialist valuation services.

Joe Slater is a Director in London who specialises in advising on rating matters across the UK for the Hospitality and Leisure Sectors as well as specialist properties which use the receipts and expenditure method of valuation. He advises ratepayers on how to minimise their rate liabilities during building and refurbishment works, and introduction of new competition, as well as advice on empty rate relief, budgetary advice and progressing cases through Check Challenge Appeal.
Joe has over 10 years’ experience in Rating Valuation having previously worked at the Valuation Office Agency in Central London where he gained an in-depth knowledge of several key areas of leisure property valuation and has valued many iconic London luxury hotels. He was a Lead Valuer on the VOA Leisure Team involved in agreeing schemes of valuation for the 2017 Revaluation on a wide range of leisure classes including hotels, public houses, casinos and cinemas. Joe is therefore ideally placed to advise on hotels and other classes of leisure property where the receipts and expenditure method of valuation is used to determine the rating assessment of a property.
